Guanyin Workstation was set up was a result of the construction of the Taoyuan Canal irrigation system, facilitating the management of irrigation facilities and irrigation water allocation for farmland in Xinwu and Guanyin for Lateral Canals 10, 11.
1924, Guanyin Monitoring Station was built on Zhongshan Road, Guanyin Village, Guanyin Township. It was a wooden Japanese-style building. The Beishi Monitoring Sub-Station was established in Beishi Village, Xinwu Township.
1959, Guanyin Monitoring Station is renamed Guanyin Management Station.
1961, Guanyin Management Station is renamed Guanyin Workstation. The Beishi Management Sub-station is re-designated a Sub-workstation.
1977, The workstation is relocated to Wenhua Road, Guanyin Village (land was procured to build a reinforced concrete building).
1975, A new Xinxing Sub-workstation is added in Xinxing Village, Guanyin Township, and Beishi Sub-workstation is re-designated Pingjun Sub-workstation (Xinxing Sub-workstation bought land and built a reinforced concrete building, with offices on the first floor and dormitories on the second floor).
1984, Pingjun Sub-work station is rebuilt on the original site as a reinforced concrete building, with offices on the first floor and dormitories on the second floor.
1990, Xinxing Sub-workstation is razed.
On August 25, 2015, construction on a workstation office building was started and completed on May 25, 2017, with the workstation formerly opened on December 6, 2017.
The workstation is bound by Dajue River in the north, the Main Canal of Taoyuan Canal in the east, Xinwu River and the right bank of Qielong River in the south, and extends to the Taiwan Strait in the west. The water comes from Shimen Reservoir and is distributed to Lateral Canals 10 and 11 of Taoyuan Canal. There are 36 water storage pools in the jurisdiction for water regulation and storage, with a maximum water storage capacity of 6,586,000m 3. It is also used to receive return water and rainwater, river water in the water shed. There are 53 river weirs to supplement farmland water in the irrigation area which in 1964 was 3,808 hectares in size. After government farmland readjustment in Yong'an, Tongming, Baosheng and Poliao from 1971 to 1981, the area covered by irrigation facilities was reduced to 3,340 hectares in 1982. However, in 1978, reclaimed land in Datan increased the area by 44.83 hectares, and the irrigated area expanded to 3,416 hectares in 1990 (including the villages of Xinsheng, Qinghua, Houhu and Shilei in Xinwu Township, and villages of Lanpu, Jinhu, Guangxing, Baiyu, Guanyin, Xinxing, Kengwei, Sanhe, Baosheng, Wuwei and Datan in Guanyin Township), with a total of 37 irrigation working groups.
