The workstation was established to manage irrigation facilities and allocate irrigation water for canals in the Xinhai irrigation area.

In 1956 Haishan Irrigation Committee was merged with Xinhai Irrigation Association, and the Haishan Workstation was established in the Haishan Irrigation Committee irrigation area.
1970, Merges with Taoyuan Irrigation Association and establishes Haishan Workstation.
1971, Ganyuan sub-workstation is added in Shulin Township.
Location: No. 5, Fuhou Street, Banqiao City. After the rebuilding of Haishan Irrigation Building in 1985, the location is relocated to No. 10, Lane 1, Mingde Street, Banqiao City.
Building and land: the association owned land area is 810m² in size. The original Haishan Irrigation Association wooden office was demolished and rebuilt into Haishan Irrigation Building, with 6 floors above ground and 2 floors underground. The reconstruction was completed in January 1985 with 100m² on the first floor reserved as Haishan Workstation office.
On October 1, 2020, the organization was restructured and renamed Haishan Workstation, Taoyuan Management Office, Irrigation Agency, Council of Agriculture, Executive Yuan.
On July 16, 2021, the Banqiao office was relocated to Ganyuan office building in Shulin District, to strengthen services to farmers

The jurisdiction includes Shitouxi Canal, Daan Canal, and Yongfeng Canal, with an irrigation area of 2,340 hectares. In 1982, Gongguanhou Canal and Longenpu Canal in Sanxia District were incorporated into the association’s jurisdiction. The existing irrigation area is close to the rapidly developing Taipei City, most of which has been converted into factories and residential areas, with an irrigation area only 650 hectares. The irrigation areas scattered between Shulin Township, Sanxia Township, Tucheng City, Banqiao City, Zhonghe City, Yingge Township and Yongfeng Canal irrigation area in New Taipei City are completely without irrigation water.
